中化建國(guó)際 （以下簡(jiǎn)稱(chēng)：招標(biāo)代理機(jī)構(gòu)）受中海石油深海開(kāi)發(fā) （以下簡(jiǎn)稱(chēng)：招標(biāo)人）委托，就預(yù)增壓濕氣壓縮機(jī)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC DEEPWATER DEVELOPMENT LIMITED (hereinafter called "Tenderee") intends to purchase the Goods and the relevant services required under the project of Wet Gas Pre-Compression Compressor by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標(biāo)條件Bidding Conditions：
項(xiàng)目概況：荔灣3-1氣田調(diào)整開(kāi)發(fā)項(xiàng)目通過(guò)降低荔灣3-1氣田群水下井口壓力實(shí)現(xiàn)增產(chǎn)，無(wú)調(diào)整井及新建平臺(tái)設(shè)施。本項(xiàng)目需要在荔灣3-1CEP平臺(tái)增加3套濕氣預(yù)增壓壓縮機(jī)。
Project Summary：The Liwan 3-1 gas field adjustment development project aims to increase production by reducing the underwater wellhead pressure of the Liwan 3-1 gas fields. Three sets of Wet Gas Pre-Compression Compressor Skid will be puchased and installed on the Liwan 3-1 CEP.

l 從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：合同生效后20個(gè)月內(nèi)交貨至珠?；蚧葜莼蚱渌付▓?chǎng)地。
l 從中華人民共和國(guó)關(guān)境外提供的貨物：合同生效后20個(gè)月內(nèi)DAP中國(guó)廣東珠?；蚧葜莼蚱渌付▓?chǎng)地。
★ 如果交貨期超過(guò)基礎(chǔ)時(shí)間八周，則視為非響應(yīng)性投標(biāo)而予以否決。
★ The bid document will be rejected if the delivery date is 8 weeks later than the basic time.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
4. Requirements for Qualification and reference of Bidder:
（1）資格要求Requirements for Qualification of Bidder
1) ★如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided (all documents shall within the validity period); If the bidder is an overseas registered company, it shall provide valid company registration certificate.
2) 制造商應(yīng)具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書(shū)，投標(biāo)人投時(shí)須提供制造商有效的質(zhì)量體系認(rèn)證證書(shū)原件的掃描件。
Bidder shall include the scanned copy of valid Certificate of Quality Management System Certification (GB/T19001（ISO9001）of Manufacturer in the bidding docuement.
3) ★本次采購(gòu)濕氣壓縮機(jī)整體（含附屬設(shè)備）應(yīng)適用于海上平臺(tái)應(yīng)用，投標(biāo)人應(yīng)承諾進(jìn)行第三方檢驗(yàn)，并從CCS、DNV.GL、ABS 或 BV四家認(rèn)證機(jī)構(gòu)之一獲得機(jī)組整體的最終檢驗(yàn)證書(shū)，第三方檢驗(yàn)取證費(fèi)用由投標(biāo)人承擔(dān)。
The Bidder shall promise to obtain the Third party certification for Wet Gas Pre-Compression Compressor Skid which issued by one of classification society (ABS,DNV.GL,CCS, BV etc.). The cost for third party certification shall be at bidder’s account. The bidder shall specify the selected certification authority in the tender document.
4) 是否接受聯(lián)合體投標(biāo)：是
Joint Venture: Acceptable
以聯(lián)合體形式投標(biāo)并應(yīng)按招標(biāo)文件要求的格式提交聯(lián)合體各方的資格證明文件、共同投標(biāo)協(xié)議并注明牽頭人及各方擬承擔(dān)的工作和責(zé)任，并承諾一旦中標(biāo)聯(lián)合體各方將向招標(biāo)人承擔(dān)連帶責(zé)任。
If the gas turbine and compressor are not from same manufacturer, they must bid in the form of a joint bidding. The Bidder shall furnish qualification documents of all parties,together with the Consortium Agreement in the format required by the bidding documents, indicating the leading party, work scope and responsibilities that each party intends to undertake, as well as the promise that once winning the bid, all parties will undertake joint liability and responsibilities to the tenderer. Otherwise, failure of doing so will lead to the rejection of its bid.
5 ）★投標(biāo)人應(yīng)為：1）燃?xì)廨啓C(jī)制造商或（針對(duì)本次項(xiàng)目）其唯一授權(quán)的壓縮機(jī)組的制造商（成橇商）；
2）天然氣壓縮機(jī)的制造商或（針對(duì)本次項(xiàng)目）其唯一授權(quán)的壓縮機(jī)組制造商（成橇商）；
3)同一品牌同一型號(hào)的制造商和（針對(duì)本次項(xiàng)目）其唯一授權(quán)的壓縮機(jī)或燃?xì)廨啓C(jī)制造商（成橇商）不得同時(shí)單獨(dú)投標(biāo)；
★1）Gas turbine manufacturer or (for this project) its only authorized compressor unit manufacturer (sled manufacturer)
2）The manufacturer of natural gas compressors or (for this project) their only authorized compressor unit manufacturer (sled manufacturer)
3）Manufacturers of the same brand and model, as well as the only authorized compressor or gas turbine manufacturer (sled manufacturer) for this project, are not allowed to bid separately at the same time

（2）★業(yè)績(jī)要求Requirement for Bidder's reference:
投標(biāo)人應(yīng)有至少2個(gè)合同的（每個(gè)合同至少1臺(tái)）透平驅(qū)動(dòng)的天然氣離心壓縮機(jī)組的供貨業(yè)績(jī)（2014年1月1日后簽訂的合同，透平功率≥10MW、壓縮機(jī)處理量應(yīng)≥535X104Sm3/d、出口壓力≥2450kPaG），并提供相應(yīng)的業(yè)績(jī)證明文件。
The Bidder shall have at least two contracts for supply of gas turbine driven centrifugal compressor skid（at least one gas turbine driven centrifugal compressor for each contract）from January 1, 2014 to the bid deadline (subject to the contract signing date). In the supply record, the turbine power should be ≥ 10MW, the compressor capacity should be ≥ 535X104 Sm3/d, and the outlet pressure should be ≥ 2450 kPaG, and the relevant supply record certification documents should be provided.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷(xiāo)售合同原件掃描件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、簽字蓋章頁(yè)、合同簽署時(shí)間、制造廠家名稱(chēng)、貨物名稱(chēng)、透平功率、壓縮機(jī)型式、處理量、出口壓力、壓縮介質(zhì)、供貨數(shù)量，到貨驗(yàn)收證明文件。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:
1) copies of sales contract (including cover page, signing page and technical appendix etc) and
2) Receiving certificate of arrival of goods.
The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, classification society certificate etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from March 28, 2024 to Apr 8,2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
