normal align=left style='text-align:left;line-height:150%'>    本 太原有線三網(wǎng)融合網(wǎng)絡(luò)改造項(xiàng)目-野外OLT設(shè)備招標(biāo)項(xiàng)目 （招標(biāo) 002第二標(biāo)段、003第三標(biāo)段 ：

normal align=left style='text-align:left;line-height:150%'>3.1 投標(biāo)人應(yīng)為中華人民共和國(guó)境內(nèi)（不含香港、澳門、臺(tái)灣地區(qū)）法律上和財(cái)務(wù)上獨(dú)立的法人或依法登記注冊(cè)的組織，具有合法有效的營(yíng)業(yè)執(zhí)照，并在人員、設(shè)備、資金具有同類貨物供貨能力且合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)代理機(jī)構(gòu)的制造商。

normal align=left style='text-align:left;line-height:150%'>3.2 投標(biāo)人須提供所投產(chǎn)品中OLT設(shè)備的國(guó)家新聞出版廣電總局入網(wǎng)認(rèn)證，或工業(yè)和信息化產(chǎn)業(yè)部進(jìn)網(wǎng)許可證，或泰爾實(shí)驗(yàn)室認(rèn)證證書。

normal align=left style='text-align:left;line-height:150%'>3.3 本次招標(biāo)采用失信被執(zhí)行人 否決性 懲戒方式。

normal align=left style='text-align:left;line-height:150%'>3.4本次招標(biāo)項(xiàng)目同一投標(biāo)人可以對(duì)多個(gè)標(biāo)段同時(shí)投標(biāo)，但只能中標(biāo)一個(gè)標(biāo)段。

normal align=left style='text-align:left;line-height:150%'>3.5單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位不得同時(shí)參加本項(xiàng)目同一標(biāo)段投標(biāo)。
