二、申請人的資格要求II.Thequalificationrequirementsforapplicants
1、投標(biāo)人應(yīng)為在中國境外合法設(shè)立的律師事務(wù)所（含在港澳臺地區(qū)注冊的律師事務(wù)所）。投標(biāo)人不得以其駐華代表機(jī)構(gòu)的名義投標(biāo)，但可通過其駐華代表機(jī)構(gòu)辦理相關(guān)事宜）；
1.ThebiddershallbealawfirmlegallyestablishedoutsideChina(includinglawfirmsregisteredinHongKong,MacaoandTaiwanofChina).BiddersmaynotconductbiddinginthenameoftheirrepresentativeofficesinChina(buttheymayhandlerelevantmattersthroughtheirrepresentativeofficesinChina);
2、具有良好的商業(yè)信譽和健全的財務(wù)會計制度；

3、具有承辦委托法律服務(wù)事項的團(tuán)隊和能力。

投標(biāo)人在平臺下載投標(biāo)文件編制軟件進(jìn)行投標(biāo)文件編制，投標(biāo)文件編制完成后，使用CA進(jìn)行投標(biāo)文件的加蓋簽章，并將加蓋簽章的投標(biāo)文件加密導(dǎo)出后上傳，最后使用CA進(jìn)行開標(biāo)截止時間后的解密。
Thetenderershoulddownloadthebiddingdocumentpreparationsoftwareontheplatformforbiddingdocumentpreparation.Afterthebiddingdocumentpreparationiscompleted,pleaseuseCAforstampingandsignatureofthethetenderdocument,thenencrypt,exportanduploadedthestampedandsignedtenderdocument,andfinallydecryptthetenderdocumentafterthedeadlineforbidopeningusingCA.
本項目將通過 （以下簡稱“本平臺”）進(jìn)行網(wǎng)上全流程招投標(biāo)，有意向的投標(biāo)人須在平臺注冊后辦理CA電子證書。辦理CA電子證書后，也可以使用CA電子證書參加在本平臺進(jìn)行的其他全流程招投標(biāo)項目，因其他項目辦理過本平臺CA鎖的，如CA鎖還在有效期內(nèi)，則可直接使用。
Theonlinewholeprocessbidandbiddingofthisprojectwillbeconductedthroughtheelectronicbiddingplatform-ChinaGeneralBiddingNetwork( )(hereinafterreferredtoas“thePlatform”).InterestedtenderersmustapplyforCAe-certificateafterregisteringontheplatform.AfterhandlingtheCAE-Cert,thebiddercanalsousetheCAE-Certtoparticipateinotherwhole-processbidandbiddingprojectsonthisplatform.IftheCAlockofthePlatformhasbeenappliedforinotherprojects,itcanbeuseddirectlyiftheCAlockisstillwithinthevalidityperiod.
辦理CA電子證書有關(guān)事項如下：

1)辦理時間：請于開標(biāo)前1周完成辦理并檢查確認(rèn)可正常使用。

2）辦理程序：投標(biāo)人須在 進(jìn)行線上辦理，按要求在平臺完成信息填報，選擇有介質(zhì)證書或者無介質(zhì)證書即可。具體詳見《平臺操作指導(dǎo)手冊》。
