3、投標人資格要求
投標人應(yīng)具備的資格或業(yè)績:（1）投標人是響應(yīng)招標、已在招標機構(gòu)處領(lǐng)購招標文件并參加投標競爭的法人或其他組織。任何未在招標機構(gòu)處領(lǐng)購招標文件的法人均不得參加投標。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）與招標人存在利害關(guān)系可能影響招標公正性的法人不得參加投標。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托參與項目前期咨詢和招標文件編制的法人不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）單位負責人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標項目包投標。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（6）只有在法律上和財務(wù)上獨立、合法運作并獨立于招標人和招標機構(gòu)的供貨人才能參加投標。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投標人應(yīng)當于招標文件載明的投標截止時間前在機電產(chǎn)品招標投標電子交易平臺（網(wǎng)址：https://www.chinabidding.com）成功注冊。否則，投標人將不能進入招標程序，由此產(chǎn)生的后果由其自行承擔。
Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）中國境內(nèi)投標人須提供的營業(yè)執(zhí)照副本復(fù)印件；中國境外投標人的公司須提供注冊證明文件復(fù)印件。投標人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。
Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（9）投標人應(yīng)是專業(yè)的環(huán)保廢氣處理裝置成套商；
The Bidder shall be professional environmental waste gas treatment equipment integrator.
（10）投標人需提供2018年1 月1 日至今在中國國內(nèi)糊樹脂行業(yè)干燥尾氣處理裝置穩(wěn)定運行至少一套的銷售業(yè)績(業(yè)績清單格式見第六章附表1)，并提供加蓋投標人公章的合同掃描件，合同掃描件要體現(xiàn)簽訂日期、用戶名稱、裝置名稱、合同物資等信息。
The bidder must provide at least 1 set of stable operation experience of drying exhaust gas treatment equipment in paste resin industry from January 1, 2018 to present.
The bidder must provide the performance list (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six) and the copy of the contract showing signing date, user name, device name, contract materials and other information；
（11）投標人具有良好的銀行資信，企業(yè)財務(wù)狀況良好，具備履約能力，無不良經(jīng)營行為。投標人須提供投標人開立基本賬戶的銀行開標前3個月內(nèi)所開具銀行資信證明或經(jīng)會計師事務(wù)所審計的2022年度財務(wù)審計報告復(fù)印件。投標人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Report of 2022 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（12）投標的投標代表須提供法定代表人授權(quán)書（格式見招標文件第一冊第四章，格式IV-8）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負責本次投標的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.

3、投標人資格要求
