1.   The People’s Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Henan Xichuan Integrated Ecological Protection and Environmental Improvement Project, Part of this financing will be used for payments under the contract named above.  Bidding is open to Bidders from eligible source countries of ADB.

 

2.   The Office of the Leading Group for the Ecological Protection and Comprehensive Environmental Management Project of the Asian Development Bank Loan in Xichuan County (“the Purchaser”) invites sealed bids from eligible Bidders for Support and Business Application system development and integration (“the Goods”).

 

3.  Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

 

4.   Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

 

1. Non-performance of a contract did not occur as a result of contractor default since 1 January 2019.
2. Not under suspension based on execution of a Bid-Securing Declaration pursuant to ITB 4.6.
3. All pending litigation, arbitration or other material events impacting the net worth and/or liquidity of the bidder, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than fifty percent (50%) of the Bidder’s net worth calculated as the difference between total assets and total liabilities.
4. Successful completion as main supplier within the last five (5) years, of at least 2 contracts each valued at CNY 10 million with nature, and complexity similar to the scope of requirements described in Section 6 (Schedule of Requirements). The main construction content should include data management, data production, or data resource construction of water conservancy.
5. The Bidder shall demonstrate that the main IT products, as listed below, offered have been in production for at least 2 years, and been sold a minimum of 2 units of similar type and specification over the last five (5) years; been in operation for a minimum of 1 year. Main IT products: 1. Digital twin watersheds and engineering; 2. Forecast scheduling; 3. Comprehensive display of platform technology products.
6. The Bidder or manufacturer shall demonstrate that it can supply the type, size, and quantity of the IT products as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Requirements). The Bidder or manufacturers should have the similar software copyright of such as IoT perception data reception management platform and application for Water One Map System, etc.
7. Qualification requirements: (1) Bidders must have a valid comprehensive Grade A credit certificate for engineering consulting units issued by China Engineering Consulting Association or similar institutions. (2) Bidders must have a valid second level or higher certificate of professional contracting qualification for electronic and intelligent engineering. (3) Bidders must have a valid Class A certificate for engineering surveying and mapping (professional categories: engineering surveying, photogrammetry and remote sensing, geographic information system engineering) issued by Provincial level or above Natural Resources Departments. (4) Bidders must have valid information system construction and service capability level certificates issued by China Electronic Information Industry Federation or similar institutions. (5) Bidders must have a valid CMMI3 certification for software maturity. (6) Bidders must have a valid ITSS Information Technology Service Standard Compliance Certificate issued by China Electronics Industry Standardization Technology Association or similar institutions. (7) Bidders must have valid information security management system certification and information technology service management system certification issued by Certification bodies authorized by the National Certification and Accreditation Administration .
8. Personnel requirements: (1) Project Manager: Must have: 1. senior engineer or above professional certificate, and 2. software designer certificate or system architecture designer certificate. (2) Technical development leader: Must hold a senior engineer or above professional title certificate, and an information system project management engineer certificate.
1. Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year (2023) calculated as the difference between total assets and total liabilities should be positive.
10. Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 22 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years.
11. Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY2.2 million.

1.    中國政府已從亞洲開發(fā)銀行獲得了一筆貸款，用于支付河南省淅川縣生態(tài)保護(hù)和環(huán)境綜合整治項目的費用，并計劃將其中一部分貸款用于支付ISC-GS03-IT支撐和業(yè)務(wù)應(yīng)用系統(tǒng)開發(fā)合同項下的合格支出。亞洲開發(fā)銀行合格成員國的任何投標(biāo)人都可以參與投標(biāo)。

 

2.    淅川縣亞行貸款生態(tài)保護(hù)和環(huán)境綜合治理項目領(lǐng)導(dǎo)小組辦公室現(xiàn)邀請合格且有資格的投標(biāo)人就支撐和業(yè)務(wù)應(yīng)用系統(tǒng)開發(fā)遞交密封的投標(biāo)文件。

3.    本次招標(biāo)為公開招標(biāo)方式，遵照亞行一階段單信封的招標(biāo)程序。合格成員國的任何投標(biāo)人都可以參與投標(biāo)。

 

4.    只有滿足以下關(guān)鍵條款的合格投標(biāo)人可參與此投標(biāo)：：

1. 自2019年1月1日以來，投標(biāo)人沒有因承包商違約而發(fā)生過未履行合同事件
2. 投標(biāo)人未因執(zhí)行投標(biāo)保證聲明而被暫停投標(biāo)資格（“投標(biāo)人須知”第4.6款）。
3. 所有未決訴訟、仲裁或其他影響投標(biāo)人凈資產(chǎn)和/或流動性的重大事件（如有）按照投標(biāo)人敗訴統(tǒng)計，總額不應(yīng)超過投標(biāo)人凈資產(chǎn)（按總資產(chǎn)與總負(fù)債之差計算）的百分之五十（50%）。
4. 在過去5年內(nèi)，作為主要供應(yīng)商成功完成至少2個合同，并且每個合同的金額為1000萬元人民幣，且性質(zhì)和復(fù)雜程度類似于第六章“需求表”中所述的需求范圍的合同。其中主要建設(shè)內(nèi)容應(yīng)包含水利相關(guān)的數(shù)據(jù)管理、數(shù)據(jù)制作或數(shù)據(jù)資源建設(shè)等內(nèi)容。
5. 投標(biāo)人應(yīng)證明其所提供的信息技術(shù)主要設(shè)備：（i）至少_2_年生產(chǎn)的生產(chǎn)經(jīng)驗；以及（ii）在過去五年內(nèi)，已經(jīng)售出至少2臺類似規(guī)格的信息技術(shù)產(chǎn)品;（iii）至少滿意地運作_1_年。主要設(shè)備：1.數(shù)字孿生流域、工程；2.預(yù)報調(diào)度；3.綜合展示平臺類技術(shù)產(chǎn)品。
6. 投標(biāo)人或制造商應(yīng)證明其能夠按照第六章“需求表”中的交貨與完成時間表，供應(yīng)買方所需型號、尺寸和數(shù)量的信息技術(shù)產(chǎn)品。投標(biāo)人或制造商應(yīng)具備物聯(lián)感知數(shù)據(jù)接收管理平臺、水利一張圖應(yīng)用等類似軟著。
7. 資質(zhì)要求：（1）投標(biāo)人需具有有效的由中國工程咨詢協(xié)會或類似機(jī)構(gòu)出具的工程咨詢單位甲級資信證書。（2）投標(biāo)人需具有有效的電子與智能化工程專業(yè)承包資質(zhì)貳級及以上證書。（3）投標(biāo)人需具有有效的由省級及以上的自然資源廳出具的工程測繪甲級證書（專業(yè)類別：工程測量、攝影測量與遙感、地理信息系統(tǒng)工程）（4）投標(biāo)人需具有有效的由中國電子信息行業(yè)聯(lián)合會或類似機(jī)構(gòu)出具的信息系統(tǒng)建設(shè)和服務(wù)能力等級證書。（5）投標(biāo)人需具有有效的軟件成熟度CMMI3認(rèn)證證書。（6）投標(biāo)人需具有有效的由中國電子工業(yè)標(biāo)準(zhǔn)化技術(shù)協(xié)會出具的 ITSS 信息技術(shù)服務(wù)標(biāo)準(zhǔn)符合性證書。7）投標(biāo)人需具有有效的由國家認(rèn)證認(rèn)可監(jiān)督管理委員會授權(quán)的認(rèn)證機(jī)構(gòu)出具的信息安全管理體系認(rèn)證證書、信息技術(shù)服務(wù)管理體系認(rèn)證證書。
8. 人員要求：（1）項目經(jīng)理：需具有高級工程師及以上職稱證書，并具有軟件設(shè)計師證書或系統(tǒng)架構(gòu)設(shè)計師證書。（2）技術(shù)開發(fā)負(fù)責(zé)人：需同時具有高級工程師及以上職稱證書、信息系統(tǒng)項目管理師證書。
9. 歷史財務(wù)狀況：提供過去三年（2021、2022、2023年）經(jīng)審計的的財務(wù)報表，或買方可接受的其他財務(wù)報表（投標(biāo)人所在國法律沒有相關(guān)要求的情況下），以反映投標(biāo)人當(dāng)前財務(wù)狀況的穩(wěn)定性。最低要求，投標(biāo)人過去一年（2023年）的凈資產(chǎn)（按總資產(chǎn)與總負(fù)債之差計算）應(yīng)為正值。
10. 業(yè)務(wù)規(guī)模(年均營業(yè)額)：最低年均營業(yè)額2200萬元人民幣或等額外幣，按過去三年（2021、2022、2023年）里投標(biāo)人就已完成合同或?qū)嵤┲泻贤咽盏降母犊羁傤~計算。
11. 現(xiàn)金流能力：可利用的速動資產(chǎn)、授信額度和其他融資手段，足以滿足履行合同所需要的現(xiàn)金流：不少于220萬元人民幣或等額外幣的要求。
