本項目采購人為國網(wǎng)智能電網(wǎng)研究院有限公司(以下簡稱“項目單位”),項目資金來自企業(yè)自有資金,并委托天恒招標(biāo)有限公司為采購代理機構(gòu)。項目已具備采購條件,現(xiàn)對該項目進(jìn)行公開競爭性談判采購。

3.應(yīng)答人資格要求

3.1應(yīng)答人須具備相應(yīng)項目的實施能力,并在人員、設(shè)備、資金等方面具有保障如期完成項目等承擔(dān)采購項目的能力。應(yīng)答人需提供營業(yè)執(zhí)照或所在地登記證明材料(復(fù)印件蓋章),應(yīng)答人無印章的,提交由單位負(fù)責(zé)人簽字的所在地登記證明材料;

3.2法定代表人或單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位,不得參加同一標(biāo)包應(yīng)答或者未劃分標(biāo)包的同一采購項目應(yīng)答;

3.3本項目不接受聯(lián)合體參與應(yīng)答。

4.采購文件的獲取

4.1 采購文件(電子文件)免費獲取。

4.2獲取談判采購文件時間:2024年6月21日 09:00至2024年6月25日 17:00(北京時間)。

4.3獲取談判采購文件方式:本項目報名采取電子郵件方式報名。凡領(lǐng)取談判采購文件的供應(yīng)商,請憑下列有效證件領(lǐng)取談判采購文件:

1)應(yīng)答人需提供營業(yè)執(zhí)照或所在地登記證明材料(復(fù)印件蓋章),應(yīng)答人無印章的,提交由單位負(fù)責(zé)人簽字的所在地登記證明材料,

2)請將以上內(nèi)容發(fā)送至ywb01@thtc.com.cn并注明所報項目名稱及聯(lián)系方式。報名合格后將電子版采購文件發(fā)送至應(yīng)答人郵箱。

5.首次應(yīng)答文件的提交

5.1應(yīng)答截止時間:2024年7月3日15:00(北京時間)。應(yīng)答文件提交截止時間同應(yīng)答截止時間。

5.2應(yīng)答文件提交方式:應(yīng)答人將應(yīng)答文件電子版在首次應(yīng)答截止時間之前加密提交至采購代理機構(gòu)指定郵箱:ywb01@thtc.com.cn。

5.3應(yīng)答截止時間之前未成功提交至采購代理機構(gòu)指定郵箱的電子應(yīng)答文件,采購人不予受理。不接受郵寄方式提交應(yīng)答文件及應(yīng)答文件的修改文件;不接受未按規(guī)定加密的應(yīng)答文件及應(yīng)答文件的修改文件。電子應(yīng)答文件中應(yīng)包含可編輯及不可編輯兩種電子文檔格式文件。

5.4至應(yīng)答截止時間后10分鐘內(nèi)應(yīng)答人將解密密碼發(fā)送至采購代理機構(gòu)郵箱。采購代理機構(gòu)在監(jiān)督人員監(jiān)督下,解壓文件。

5.5應(yīng)答截止時間前采購代理機構(gòu)將通過電子郵件告知各應(yīng)答人“Microsoft Teams”會議室號碼,收到通知的應(yīng)答人加入會議進(jìn)行談判。

5.6采購人不接受紙質(zhì)應(yīng)答文件。

6.發(fā)布公告的媒介

本次采購公告在國家電網(wǎng)新一代電子商務(wù)平臺(https://ecp.sgcc.com.cn)、中國招標(biāo)投標(biāo)公共服務(wù)平臺(http://www.cebpubservice.com/)上發(fā)布。

1. Procurement Condition

The project owner is Global Energy Interconnection Research Institute Co., Ltd. or its affiliated organizations (hereinafter referred to as “the Owner”) and the corresponding construction fund is enterprise’s self-owned fund. The Tenderee is Global Energy Interconnection Research Institute Co., Ltd. (hereinafter referred to as “the Tenderee”) and Tianheng Tendering Co., Ltd. is bidding agency (hereinafter referred to as “the Bidding Agency”). Since the Project has satisfied procurement requirements, the procurement of invitation for competitive negotiation is hereby implemented for the Project.

3. Qualification Requirements for the Bidder

3.1 The Bidder should be able to implement the corresponding project and finish the project on schedule by ensuring such aspects as personnel, equipment and fund. The Bidder needs to provide business license or local registration evidentiary materials (seal of copy). If the Bidder has no seal, it shall provide local registration evidentiary materials with organization leader’s signature.

3.2 Legal Representative or company leader is the same or different company have holding and management relationship cannot attend one same bidding or project.  

3.3  Consortium bidding is not accepted for the Project;

 

4. Obtaining of Tendering Documents

4.1 The Tendering Documents (electronic version) can be obtained for free.

4.2 Time of obtaining the Tendering Documents, from June 21th 9: 00 to June 25th 17: 00 (Beijing time).

4.3 The way of obtaining the Tendering Documents: registered by E-mail. The Bidder who want to get the Tendering Documents should provide the following valid documents:

  1. The Bidder shall provide business license or local registration evidentiary materials (seal of company). If the Bidder has no seal, it shall provide local registration evidentiary materials with organization leader’s signature.
  2. Please email the above information to the Bidding Agency’s email ywb01@thtc.com.cn and note project name and contract information. The Bidding Agency will send the electronic Tendering Documents to the Bidder’s email.

 

5. Submission of Initial Bidding Documents

5.1 Bidding deadline:July 3th 2024 15: 00 (Beijing Time)Submission deadline of the Bidding Documents is the same with bidding deadline.

5.2 Submission mode of the Bidding Documents: The Bidder, before the initial bidding deadline, should encrypt and submit electronic bidding documents to the Bidding Agency’s designated email ywb01@thtc.com.cn.

5.3 The Tenderee will reject electronic bidding document that isn’t successfully submitted to the Bidding Agency’s designated email before bidding deadline. The Tenderee will reject bidding documents submitted by mail and their modified document and bidding documents not encrypted as per provisions and their modified document. Electronic bidding documents should include editable and non-editable electronic versions.

5.4 In 10 minutes after the response deadline, the responder shall send the decrypted password to the email address of the purchasing agency. The purchasing agent decompresses the file under the supervision of the supervisor.

5.5 Before bidding deadline, the procurement agency (hereinafter referred to as “the Bidding Agency”) will notify all bidders of “Microsoft Teams” meeting room No. through email and the Bidder receiving the notice shall attend the meeting for negotiation.

5.6 The Tenderee doesn’t accept any paper bidding documents.
