1. Tendering conditions
The Hydraulic Snubbers for Taipingling Plant Phase I (tender project number: CGN-202005200004). This project has already met the bidding conditions and is now open for bidding.
2. Bidding scope
Tendering scope: The scope requested by the Tendering document contains Hydraulic Snubbers for Taipingling Plant Phase I, which contains the equipment design, material procurement, fabrication, examination, test, packing, transportation, documentation, and service (including the training), etc.
Planned delivery date: The delivery date of the first batch is May 31, 2022; for delivery date of other batches, please refer to the tendering documents.
3. Qualification requirements of bidders
1) Basic qualifications:
(1) The bidder must be an enterprise / company with legal personality.
(2) The bidder shall pass ISO9000 or its equivalent quality management system certification and be within the validity period;
2) Financial requirements: The bidder ’s bank credit records and financial status are good, and it must not be in a situation where it is ordered to suspend business or its property is taken over or frozen.
3) Performance requirements: within the past 5 years (counting down from the deadline for submission of bid documents), the bidder has a similar performance in the supply of hydraulic snubbers for similar projects.
4) Credit requirements: Before the deadline for submitting bid documents, the bidder has not been cancelled or restricted by the tenderer or the relevant competent authority.
5) Other requirements
(1) This project does not accept consortium bids.
(2) The project does not accept bids from agents.
4. Access to tendering documents
1) Acquisition time: The start time for obtaining the tendering documents:16:00 on May 20, 2020; the end time: 17:00 on May 25, 2020.
2) Acquisition method
(1) Bidders should apply for online bid registration on the CGN E-commerce Platform during the sale period of the bidding documents. The authorized bid contact information must be filled in during registration.
(2) The price of each set of bidding documents is 500 yuan, which will not be refunded after payment. Bidders should pay the price on the CGN E-commerce Platform via the platform charging code during the sale period of the bidding documents. For re-tendered projects, the purchase fee that has been paid in the first bidding does not need to be paid repeatedly.
(3) If the bidder has registered as a member of the CGN E-commerce Platform, you can log in directly to register. Otherwise, you need to register as a member of the platform before you can register. For the steps of registering a member, please see the CGN E-commerce Platform. If the information of "Business License" changes when the bidder registers and the membership registration, please log in to the CGN E-commerce Platform in time to update the membership registration information. If the bidder fails to update the registration information in time to affect the bid, the bidder shall bear its own responsibility.
(4) After reviewing and confirming the bidder ’s payment voucher, the tendering agent will authorize the bidder to download the electronic version of the tendering documents online. If you need a paper version of the tendering documents, please contact the tendering agent and go to the place where you received the tendering documents.
(5) The bidder must complete the bid registration and purchase of the tendering documents during the sale period of the tendering documents, and the overdue system will automatically shut down. Bidders who did not apply for bids and purchase tendering documents in accordance with the above requirements shall not participate in the bidding. The tenderer has the right to reject the ineligible bids. If the bids hA/Ve already been received, they shall be treated as invalid documents.
(6) If the bidder fails to register for the bid according to the above requirements, upload the payment voucher, or submit the bid registration documents that do not meet the requirements or the payment is wrong, the bidder shall bear its own responsibility.

三、投標人資格要求
1. 基本資格：
1）投標人須是具有法人資格的企業(yè)/公司。
2）投標人應通過ISO9000或其等效質(zhì)量管理體系認證，且處于有效期內(nèi)；
2. 財務要求: 投標人銀行資信記錄、財務狀況良好，不得處于被責令停業(yè)、財產(chǎn)被接管或凍結的情形。
3. 業(yè)績要求：近5年內(nèi) ，投標人具有類似項目液壓阻尼器設備供貨業(yè)績。
4. 信譽要求：遞交投標文件截止時間之前，投標人未被招標人或相關主管部門取消或限制其投標資格。
5. 其他要求
本項目不接受聯(lián)合體投標。
本項目不接受代理商投標。
