normal style='text-indent:24.0pt;line-height:150%'>1.滿足《中華人民共和國政府采購法》第二十二條規(guī)定,供應商參加政府采購活動應當具備下列條件：

normal style='text-indent:24.0pt;line-height:150%'>（一）具有獨立承擔民事責任的能力；

normal style='text-indent:24.0pt;line-height:150%'>（二）具有良好的商業(yè)信譽和健全的財務(wù)會計制度；

normal style='text-indent:24.0pt;line-height:150%'>（三）具有履行合同所必需的設(shè)備和專業(yè)技術(shù)能力；

normal style='text-indent:24.0pt;line-height:150%'>（四）有依法繳納稅收和社會保障資金的良好記錄；

normal style='text-indent:24.0pt;line-height:150%'>（五）參加政府采購活動前三年內(nèi)，在經(jīng)營活動中沒有重大違法記錄；

normal style='text-indent:24.0pt;line-height:150%'>（六）法律、行政法規(guī)規(guī)定的其他條件；

normal style='text-indent:24.0pt;line-height:150%'>2.落實政府采購政策需滿足的資格要求：本項目落實執(zhí)行政府強制采購節(jié)能產(chǎn)品、鼓勵環(huán)保產(chǎn)品、支持中小微企業(yè)、促進殘疾人就業(yè)、支持監(jiān)獄和戒毒企業(yè)、扶持不發(fā)達地區(qū)和少數(shù)民族地區(qū)以及限制采購進口產(chǎn)品等相關(guān)政策。

normal style='text-indent:24.0pt;line-height:150%'>3.1參加本項目投標的潛在投標人須在黑龍江省內(nèi) 注冊登記并經(jīng)審核合格；

normal style='text-indent:24.0pt;line-height:150%'>3.2擬參加本項目的潛在投標人須未被列入“中國裁判文書網(wǎng)”網(wǎng)站（ ）、“國家稅務(wù)總局網(wǎng)”網(wǎng)站（ /nszx/InitMajor.html）、“信用中國”網(wǎng)站（ ）“失信被執(zhí)行人”、“重大稅收違法案件當事人名單”記錄名單；未被列入中國 （ ）“政府采購嚴重違法失信行為信息記錄”中的禁止參加政府采購活動期間；
