受 中國科學院上海光學精密機械研究所委托對下列產品及服務進行國際公開競爭性招標，于2021年11月15日發(fā)布招標公告。本次招標采用傳統(tǒng)招標方式，現(xiàn)邀請合格投標人參加投標。

3.1 投標人應具備的資格/Qualification of the bidder：

1）除非另有規(guī)定，凡是來自中華人民共和國或是與中華人民共和國有正常貿易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人或其他組織均可投標。/1）Unless otherwise specified, any legal person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations (hereinafter referred to as "qualified source country / region") may submit a bid.

各潛在投標供應商：

本項目接受網上發(fā)售、下載電子版招標(采購)文件/資格審查文件（下簡稱“標書”），以及投標保證金線上繳納，現(xiàn)場遞交紙版投標文件，無需辦理CA?，F(xiàn)將有關注意事項特別告知如下：

三、投標保證金線上繳納流程：

1.供應商登錄 ，通過【我參與的項目】找到本項目標包，點擊【繳納保證金】按鈕，選擇“電匯”，點“下一步”按鈕獲取保證金虛擬賬戶信息；

2.供應商根據(jù)自動生成的唯一虛擬賬戶信息，按招標文件要求從基本戶電匯投標保證金。

3.供應商可在 查看保證金繳納情況及退還情況。

4.供應商每個項目的投標保證金虛擬賬戶均是唯一的，即同一個項目的不同供應商虛擬賬戶信息不一樣；同一供應商不同項目的虛擬賬戶信息也不一樣，請勿泄露虛擬賬戶信息（特別提示：同一虛擬賬戶出現(xiàn)不同供應商匯款，即視為圍標、串標，請妥善保管虛擬賬戶信息）
