中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） 天津 （以下稱為“招標(biāo)人”）委托，就渤海油田電子壓力計(jì)及服務(wù)項(xiàng)目所需貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited, Tianjin Branch (hereinafter referred to as “Tenderee” ), intends to purchase the Downhole Electronic Pressure Gauge and Services for Bohai Oilfield by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標(biāo)條件（Bidding Conditions）

項(xiàng)目概況：本次所需采購產(chǎn)品為井下直讀式永久電子溫度壓力計(jì)，以下簡(jiǎn)稱電子壓力計(jì)，使用環(huán)境為海上油氣田。

Project Summary：The product to be purchased this time is downhole direct reading permanent Electron temperature pressure gauge, hereinafter referred to as electronic pressure gauge, which is used in offshore oil and gas fields..

資金到位或資金來源落實(shí)情況：已落實(shí)。

Source of Funds: yes

2.  招標(biāo)內(nèi)容（Bidding Contents）

  貨物

Name of Goods: Downhole Electronic Pressure Gauge and Services

  

預(yù)計(jì)數(shù)量：電子壓力計(jì)70支。其中150℃耐溫40支、175℃耐溫20支、200℃耐溫10支。

Estimated Quantity: 70 electronic pressure gauges. Among them, 40 pieces are resistant to temperature at 150 ℃, 20 pieces are resistant to temperature at 175 ℃, and 10 pieces are resistant to temperature at 200 ℃.

  

主要技術(shù)規(guī)格：

1.★溫度級(jí)別

本次所需電子壓力計(jì)耐溫等級(jí)為150℃、175℃、200℃三個(gè)級(jí)別，溫度為耐井液溫度。

2.★感壓元件材質(zhì)要求

電子壓力計(jì)的井下傳感器感壓元件材質(zhì)要求為石英。

3.★監(jiān)測(cè)數(shù)據(jù)要求

溫度測(cè)量范圍為：0-150℃、0-175℃、0-200℃三種；

溫度精度：測(cè)量誤差不大于0.2℃；

溫度分辨率:0.1℃；

溫度穩(wěn)定性：年漂移量不大于0.2攝氏度；

壓力測(cè)量范圍： 0-10000psi；

壓力精度： 測(cè)量誤差不大于3.5psi；

壓力分辨率：0.1psi；

壓力穩(wěn)定性：年漂移量不大于3.5psi。

4.★電子壓力計(jì)的選擇要求

因海上油田鉆完井作業(yè)難度大、維修成本高，為保證電子壓力的長(zhǎng)期穩(wěn)定運(yùn)行，本次所投電子壓力計(jì)要求選擇國(guó)際通用的成熟產(chǎn)品（推薦品牌：OMEGA、GEO、SCHLUMBERGER、BAKERHUGHES）。投標(biāo)人須選用推薦品牌或與推薦品牌同等檔次的其他品牌產(chǎn)品，選擇推薦品牌外的其他產(chǎn)品時(shí)，需提供該產(chǎn)品具備不少于同類型工況（采油或采氣井項(xiàng)目）累計(jì)10支電子壓力計(jì)下井的證明文件（包括合同證明文件和到貨驗(yàn)收文件），證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁、簽章頁、合同簽署時(shí)間、制造商名稱、貨物名稱、有合同業(yè)主簽字或蓋章的到貨驗(yàn)收材料。

Main Specifications:

1. ★ The temperature resistance level of the electronic pressure gauge required for this time is 150 ℃, 175 ℃, and 200 ℃, and the temperature is the temperature resistance of the well fluid.

2. ★ The material requirement for the pressure sensing component of the underground sensor of the electronic pressure gauge is quartz.

3. ★ Monitoring data requirements

The temperature measurement range is: 0-150 ℃, 0-175 ℃, 0-200 ℃;

Temperature accuracy: measurement error not greater than 0.2 ℃；

Temperature resolution: 0.1 ℃;

Temperature stability: annual drift not exceeding 0.2 degrees Celsius;

Pressure measurement range: 0-10000psi;

Pressure accuracy: measurement error shall not exceed 3.5psi;

Pressure resolution: 0.1psi;

Pressure stability: The annual drift shall not exceed 3.5psi.

4. ★ Selection requirements for electronic pressure gauges

Due to the high difficulty and maintenance cost of drilling and completion operations in offshore oil fields, in order to ensure the long-term stable operation of electronic pressure, the electronic pressure gauge used in this investment requires the selection of internationally recognized and mature products (recommended brands: OMEGA, GEO, SCHLUMBERGER, BAKERHUGHES). Bidders are required to choose recommended brands or other brands of products of the same grade as the recommended brands. When selecting products other than the recommended brands, they must provide proof documents (including contract proof documents and arrival acceptance documents) that the product has a total of 10 electronic pressure gauges in the same type of working conditions (oil or gas well projects well project). The proof documents must fully prove that the bidding product meets the above requirements. The supporting documents must at least contain the following contents: contract homepage, signature page, contract signing time, manufacturer's name, goods name, and arrival acceptance materials signed or sealed by the contract owner.

 

★ 交貨期：

Delivery Schedule: 

從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：接到招標(biāo)人通知后90天內(nèi)交貨（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）For goods offered from within PRC customs territory:within 90 days from the date of notification by the Tenderee, and the specific delivery date shall be subject to the written notification of the Tenderee(arrival date to the job site)

從中華人民共和國(guó)關(guān)境外提供的貨物: 接到招標(biāo)人通知后75天內(nèi)交貨（貨到指定港口時(shí)間）

For goods offered from outside PRC customs territory: within 75 days from the date of notification by the Tenderee, and the specific delivery date shall be subject to the written notice of the Tenderee(arrival date to the port)

交貨地點(diǎn)Destination of delivery：

從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：天津塘沽基地庫房  

For goods offered from within PRC customs territory:  Warehouse at the Tanggu base, Tianjin.

從中華人民共和國(guó)關(guān)境外提供的貨物:  DAP天津機(jī)場(chǎng)/天津新港/天津東疆港

For goods offered from outside PRC customs territory: DAP Tianjin airport/ Tianjin Xingang seaport/ Tianjin Dongjiang seaport (INCOTERMS2010)

 

3. ★對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求 Requirements for Qualification of Bidder

 

A．★如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

B. ★提供與產(chǎn)品相關(guān)的HSE和質(zhì)量控制管理程序。投標(biāo)人所投產(chǎn)品的制造商須提供有效的ISO9001質(zhì)量體系認(rèn)證證書、ISO14001環(huán)境管理體系認(rèn)證證書、OHSAS18001或ISO45001 職業(yè)健康管理體系認(rèn)證證書。投標(biāo)人須提供制造商有效的體系認(rèn)證證書，原件備查；

B.The manufacturer of the Bid Goods shall pass ISO9001Certification for Quality Management System，ISO45001 Certification for Occupational Health and Safety Management System，and OHSAS18001/ISO14001 Certification for Environmental Management System. Bidder shall provide valid Certificate of all Management System Certification of manufacturer，and keep the orginal certifications for future inspetction.

 

C．★（接受代理）

（1）如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到貨物制造商同意其在中國(guó)提供該貨物的合法唯一授權(quán)；

（2）投標(biāo)人以其自主制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)均將被拒絕；

（3）投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。

（4）投標(biāo)貨物為中國(guó)境內(nèi)（指海關(guān)關(guān)境內(nèi)，下同）品牌或中國(guó)境內(nèi)生產(chǎn)制造的，不接受代理商投標(biāo)。

 

 (1) If the bidder is an agent, the bidder shall obtain the legal and exclusive authorization of the goods manufacturer to provide the goods in China;

(2) If a bidder participates in the bidding with goods manufactured independently, they cannot authorize other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected;

(3) The bidder will re authorize the authorized goods to other bidders and participate in the bidding, and all related bids will be rejected.

(4) If the bidding goods are of a brand within China (referring to customs territory, the same below) or produced and manufactured within China, agents will not be accepted for bidding.

（2）★業(yè)績(jī)要求Requirement for Bidder's reference:
2018年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人至少應(yīng)具有同類型整套電子壓力計(jì)在同類型工況（采油或采氣井項(xiàng)目）條件下，不少于2個(gè)項(xiàng)目且累計(jì)數(shù)量不少于10支的供貨業(yè)績(jī)及下井服務(wù)業(yè)績(jī)。每個(gè)項(xiàng)目必須同時(shí)包含供貨業(yè)績(jī)和下井服務(wù)業(yè)績(jī)，供貨業(yè)績(jī)和服務(wù)業(yè)績(jī)?cè)谕缓贤瑑?nèi)或分為兩個(gè)合同，均視為一個(gè)項(xiàng)目業(yè)績(jī)。

From January 1, 2018 to the bidding deadline (based on the contract signing date), bidders should hA/Ve supply performance and downhole service performance on at least two projects of the same type of complete electronic pressure gauge under the same working conditions (oil or gas well projects), and a cumulative quantity of no less than 10 pieces. Each project must include both supply performance and downhole service performance. If the supply performance and service performance are included in the same contract or divided into two contracts, they are considered as one project performance.

 

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）合同首頁，簽章頁；2）貨物合同業(yè)績(jī)需提供用戶簽字或蓋章的到貨驗(yàn)收材料；服務(wù)合同業(yè)績(jī)需提供用戶簽字或蓋章的服務(wù)驗(yàn)收單。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱到貨驗(yàn)收材料和服務(wù)驗(yàn)收單。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of contract homepage, signature page; and 2) Acceptance documents of arrival of goods signed or sealed by the user, and acceptance documents of services signed or sealed by the user. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, acceptance documents of arrival of goods and acceptance documents of services.

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱及到貨驗(yàn)收材料和服務(wù)驗(yàn)收單的，均視為無效業(yè)績(jī)。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods,   acceptance documents of arrival of goods and services, the relevant reference will be deemed invalid.

For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The selling fee for the bidding documents is used for printing and mailing the bidding documents. If there is a mailing requirement, please note the recipient's relevant information when making the payment.The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
