中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油富島 （以下稱為“招標(biāo)人”）委托，就富島公司35000立方液氨接收站項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC FUDAO LIMITED (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of The 35K m3 liquid ammonia reception station of CNOOC FUDAO LIMITED by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：富島公司35000立方液氨接收站項(xiàng)目，基于對(duì)液氨儲(chǔ)罐泄漏風(fēng)險(xiǎn)的管控，以及國(guó)家標(biāo)準(zhǔn)的要求，液氨儲(chǔ)罐物料進(jìn)、出口設(shè)置在罐頂，故液氨只能采用罐內(nèi)潛液泵進(jìn)行輸出。
Project Summary：The 35K m3 liquid ammonia reception station project of CNOOC FUDAO LIMITED is based on the control requirement of leakage risk of liquid ammonia storage tanks and the requirements of national standards. The inlet and outlet of liquid ammonia storage tank are set at the tank top, so liquid ammonia can only be output by using submerged pumps inside the tank.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．制造商應(yīng)通過(guò)ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書(shū)；
B．The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．（接受代理）
投標(biāo)人應(yīng)為所投貨物的制造商或其代理商，如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書(shū)。
C．The bidder shall be the manufacturer of bid goods or its agent,if the bidder is an agent, the bidder shall obtain a legal formal authorization letter from the manufacturer of the goods to supply the goods for this tender..

（3）業(yè)績(jī)要求Requirement for Bidder's reference:
至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2個(gè)液氨潛液泵的供貨業(yè)績(jī)合同，且均滿足介質(zhì)為液氨、使用溫度≤-33℃、額定流量≥120m3/h、揚(yáng)程≥92m、罐內(nèi)全浸沒(méi)式的技術(shù)要求。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：制造商名稱、貨物名稱、介質(zhì)為液氨、使用溫度≤-33℃、額定流量≥120m3/h、揚(yáng)程≥92m、罐內(nèi)全浸沒(méi)式的技術(shù)要求及到貨驗(yàn)收材料。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)制造商名稱、貨物名稱、介質(zhì)為液氨、使用溫度≤-33℃、額定流量≥120m3/h、揚(yáng)程≥92m、罐內(nèi)全浸沒(méi)式的技術(shù)要求及到貨驗(yàn)收材料的，均視為無(wú)效業(yè)績(jī)。
Performance requirements: To the bid deadline date , the manufacturer of the bid product shall hA/Ve at least 2 contracts of liquid ammonia submersible pump supply performance, and all of them meet the technical requirements of liquid ammonia medium, Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m, and full immersion in the tank.
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: manufacturer name, goods name, medium liquid ammonia, Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m，full immersion in the tank and arrival acceptance materials.
Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the manufacturer name, goods name, medium liquid ammonia, Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m， full immersion in the tank and arrival of acceptance materials, shall be regarded as invalid performance.
4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2023年9月12日開(kāi)始至2023年9月19日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線填寫(xiě) 招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Sep.12, 2023 to Sep.19,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
