中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱為“招標(biāo)人”）委托，就東方13-2CEPB平臺(tái)增加壓縮機(jī)模塊項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2CEPB Platform Additional Compressor Module by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

海水冷卻器的型式為板式換熱器。投標(biāo)人應(yīng)當(dāng)保證所提供的板式換熱器的換熱負(fù)荷為30000kW,設(shè)計(jì)壓力:1200kPaG,設(shè)計(jì)溫度:78℃。
板式換熱器的換熱板材質(zhì)為 SB265 Gr1。

Main Specifications:
The type of Seawater Cooler is Plate heat exchanger.The Bidder shall guarantee the thermal rating of the plate heat exchangers meet the requirement of calculation duty:30000kW, Design pressure：1200 kPaG,Design temperature：78℃
The plate material of the plate heat exchanger is SB265 Gr1.

（1）資格要求
Requirements for Qualification of Bidder

A.如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
B. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）業(yè)績(jī)要求Requirement for Bidder's reference:
2013年1月1日起至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少1個(gè)合同下的1個(gè)板式換熱器的供貨業(yè)績(jī)，且均滿足換熱功率不低于30000KW的技術(shù)要求。投標(biāo)人須提交相關(guān)業(yè)績(jī)證明文件。
From January 1, 2013 to the bidding deadline (based on the date of contract signing), the manufacturer of the products tendered by the bidder shall have supply performance for at least one plate heat exchanger under one contract, and both shall meet the technical requirements of heat exchange power not less than 30000KW. Bidders are required to submit relevant performance certification documents.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、換熱功率及到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、換熱功率及到貨驗(yàn)收材料的，均視為無(wú)效業(yè)績(jī)。
Bidders are required to submit performance forms in the prescribed format and relevant performance certification documents. The performance certification documents include but are not limited to: 1) copies of sales contracts and 2) materials for acceptance upon arrival. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (should be stamped by both parties),manufacturer name, goods name, heat exchange power, and arrival acceptance materials. Failure to submit performance certification documents, or failure to reflect the contract signing time, manufacturer name, goods name, heat exchange power, and arrival acceptance materials provided, shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from April 2, 2024 to April 10, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
