本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購(gòu)招標(biāo)文件并參加投標(biāo)競(jìng)爭(zhēng)的法人或其他組織。
任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購(gòu)招標(biāo)文件的法人均不得參加投標(biāo)。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.（2）凡是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易往來(lái)的國(guó)家或地區(qū)（以下簡(jiǎn)稱“合格來(lái)源國(guó)/地區(qū)”）的法人均可投標(biāo)。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.（4）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.（6）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.（7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時(shí)間前在機(jī)電產(chǎn)品招標(biāo)投標(biāo) （網(wǎng) 否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。
Bidders should successfully complete the registration on http:// (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.（8）中國(guó)境內(nèi)投標(biāo)人須提供的營(yíng)業(yè)執(zhí)照副本復(fù)印件；中國(guó)境外投標(biāo)人的公司須提供注冊(cè)證明文件復(fù)印件。
投標(biāo)人為中華人民共和國(guó)以內(nèi)企業(yè)的（不含港澳臺(tái)地區(qū)，下同），復(fù)印件需加蓋公章的；國(guó)外的（含港澳臺(tái)地區(qū)，下同）只需被授權(quán)人簽字。
Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).（9）投標(biāo)人應(yīng)是專業(yè)的環(huán)保廢水處理裝置成套商；The Bidder shall be professional environmental waste water treatment equipment integrator.  （10）投標(biāo)人提供2014年1月1日至今在國(guó)內(nèi)糊樹(shù)脂廢水處理裝置穩(wěn)定運(yùn)行銷售業(yè)績(jī)至少一套(業(yè)績(jī)清單格式見(jiàn)第六章附表1)，并提供加蓋投標(biāo)人公章的合同掃描件或用戶證明、驗(yàn)收合格報(bào)告等證明材料，用戶證明還需加蓋使用單位部門章）；The bidder must provide at least 1 set of stable operation experience of waste water treatment equipment in paste resin industry from January 1, 2014 to present. The bidder must provide the performance list (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six) and the copy of the contract or user certificates, acceptance certificates and other proff materials. The user certificate also needs to be stamped with the department seal of the sales customer；（11）投標(biāo)人具有良好的銀行資信，企業(yè)財(cái)務(wù)狀況良好，具備履約能力，無(wú)不良經(jīng)營(yíng)行為。
投標(biāo)人須提供投標(biāo)人開(kāi)立基本賬戶的銀行開(kāi)標(biāo)前3個(gè)月內(nèi)所開(kāi)具銀行資信證明或經(jīng)會(huì)計(jì)師事務(wù)所審計(jì)的2023年度財(cái)務(wù)審計(jì)報(bào)告復(fù)印件。
投標(biāo)人為中華人民共和國(guó)以內(nèi)企業(yè)的（不含港澳臺(tái)地區(qū)，下同），復(fù)印件需加蓋公章的；國(guó)外的（含港澳臺(tái)地區(qū)，下同）只需被授權(quán)人簽字。
  The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices.  Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Report of 2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).（12）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書(shū)（格式見(jiàn)招標(biāo)文件第一冊(cè)第四章，格式IV-8）、法定代表人身份證明書(shū)及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本次投標(biāo)的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書(shū)和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
