中化建國際 （以下稱為″招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工 （以下稱為″招標(biāo)人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標(biāo)條件

項目概況：中海殼牌石油化工 （以下簡稱″中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州聚碳酸酯項目，以實(shí)現(xiàn)其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Polycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

For goods offered from within PRC customs territory: no later than 11 months after contract effectiveness (arrival date to the job site)

從中華人民共和國關(guān)境外提供的貨物:不晚于合同簽訂后10個月（提單發(fā)貨時間）

For goods offered from outside PRC customs territory:  no later than 10 months after contract effectiveness(departure date on the Bill of Lading)

3. 對投標(biāo)人的資格和業(yè)績要求：

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標(biāo)人為制造商。不能再將此貨物同時授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。

Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

C.投標(biāo)文件中提供制造商授權(quán)書的中標(biāo)候選人，應(yīng)在中標(biāo)候選人公示后 3個工作日內(nèi)將制造商授權(quán)書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達(dá)招標(biāo)人
未在中國電力招標(biāo)采購網(wǎng)（）上注冊會員的單位應(yīng)先點(diǎn)擊注冊。登錄成功后的在 招標(biāo)會員 區(qū)根據(jù)招標(biāo)公告的相應(yīng)說明獲取招標(biāo)文件！
