中化建國際 （以下稱為″招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國） （以下稱為″招標(biāo)人”）委托，就海底軟管進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

 

CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC (China) Co., Ltd (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Subsea Flexible Pipeline by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：樂東22-1氣田位于南海北部鶯歌海海域，距離海南省三亞市西南方約130km，距離東方終端約165km，氣田內(nèi)水深約90m。

Project Summary：The LeDong 22-1 (hereinafter LD22-1) gas field is located in the Yinggehai Basin on the western part of the northern continental shelf of the South China Sea, about 130km away from Sanya City, Hainan Province, and about 165km from its Dongfang terminus, the water depth is about 90m.

主要技術(shù)規(guī)格：一根12寸軟管，總長5655m，內(nèi)徑293mm（從LD22-1 WHPB 到LD22-1 PRP）。一根12寸軟管，總長5m，內(nèi)徑293mm（用于旁路監(jiān)測(cè)）。

Main Specifications:

One 12”flexible pipeline with total length of 5655m with 293mm ID (from LD22-1 WHPB to LD22-1 PRP). One 12” flexible pipeline with total length of 5m with 293mm ID (For set a bypass to test performance).

Delivery Schedule:

產(chǎn)品須分三批交付：

Products shall be delivered in two batches:

第一批：焊頸法蘭（共4片）、盲板法蘭（共2片）、法蘭測(cè)試環(huán)（共4個(gè)）、接頭測(cè)試環(huán)（共4個(gè)）須在2025年11月30日前交付至指定地點(diǎn)（暫定天津或珠海或者深圳）。

First Batch: weld-neck flanges(4 pieces), blind flanges(2 pieces),test rings for flange(4 pieces), test rings for connecting end(4 pieces) shall be delivered to designated place(Tianjin, Zhuhai or Shenzhen, TBC ) before 30 November 2025.

第二批：軟管產(chǎn)品2(總長5m)及其所有附件、專用工具、備用件須在2026年2月15日前交付至指定地點(diǎn)。（暫定天津）

Second Batch: Flexible pipe Product 2 (total length of 5m), and its all ancillary items, special tools, spares shall be delivered to designated port (Tianjin, TBC) before 15th February 2026.

第三批：軟管產(chǎn)品1(總長5655m)及其所有附件、專用工具、備用件和其他所有貨物須在2026年5月31日前交付至指定港口。（暫定深圳或者東方）

Third Batch: Flexible pipe Product 1 (total length of 5655m),, and its all ancillary items, special tools, spares and all the other goods shall be delivered to designated port(Shenzhen or Dongfang,TBC) before 31st May 2026.

軟管的交貨計(jì)劃必須得到招標(biāo)人的批準(zhǔn)，且招標(biāo)人有權(quán)在已批準(zhǔn)的交貨計(jì)劃基礎(chǔ)上要求推遲90天交貨，投標(biāo)人須為推遲交貨的軟管提供存儲(chǔ)服務(wù)。

The delivery schedule of flexible pipe products shall be approved by TENDEREE, and TENDEREE has the right to request a delay delivery of 90 days based on the approved delivery schedule, BIDDER shall provide storage service for the flexible pipe products.

 

★如果交貨期超過上述時(shí)間，則視為非響應(yīng)性投標(biāo)而予以否決。

★The bid document will be rejected if the delivery date is later than the time required.

 

★3. 對(duì)投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

Requirements for Qualification of Bidder

 

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

 

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

 

The bidder outside the customs territory shall provide valid business registration certificate.

 

B. 投標(biāo)人應(yīng)為海底軟管的制造商。本次招標(biāo)不接受代理商投標(biāo)。

 

The bidder shall be the manufacturer of the Subsea Flexible Pipeline.Bid by agent is not accepted.

 

C. 是否接受聯(lián)合體投標(biāo)：否

D. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以

（2）業(yè)績要求：

Requirement for Bidder's reference:

2010年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少1個(gè)合同的海底軟管（包括海上使用的柔性動(dòng)態(tài)立管，但不包括外輸軟管、平臺(tái)跨接軟管等非海中/海底環(huán)境的管道）的供貨業(yè)績，且均滿足供貨軟管內(nèi)徑大于或等于152.4mm（6吋）、截面設(shè)計(jì)須包含內(nèi)骨架層、設(shè)計(jì)壓力大于或等于4MPa、設(shè)計(jì)溫度大于或等于50℃、設(shè)計(jì)水深大于或等于97米、所有業(yè)績合同供貨長度的總和大于或等于5.5公里。投標(biāo)人須提交相關(guān)業(yè)績證明文件，業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱、管徑大于或等于152.4mm（6吋）、設(shè)計(jì)壓力大于或等于4Mpa、設(shè)計(jì)溫度大于或等于50℃、設(shè)計(jì)水深大于或等于97米、業(yè)績合同的供貨長度、用戶簽字或蓋章的到貨驗(yàn)收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。

 

From 1 January 2010 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least one contract for the supply of submarine hoses (including flexible dynamic risers for offshore use, but excluding external hoses, platform crossover hoses and other pipelines in non-sea/submarine environments), and all of them shall meet the requirements of the supply of hoses with an inner diameter of more than or equal to 152.4mm (6 inches), the cross-sectional design of the hose shall include the endoskeleton Layer, design pressure greater than or equal to 4MPa, design temperature greater than or equal to 50 ℃, design water depth greater than or equal to 97 metres, and the total length of all performance contracts is greater than or equal to 5.5 kilometres. Bidders must submit relevant performance documents, performance documents include: 1) sales contract and 2) user signed or stamped arrival and acceptance materials (arrival and acceptance sheet or commissioning acceptance report or other evidence that the goods under the contract has been the arrival and acceptance of the effective proof of materials). The performance documents submitted by the bidder must at least reflect the following: contract signing time, contract signing page (domestic trade contracts should be stamped by both parties, international trade contracts should be signed or stamped by both parties), manufacturer's name, name of the goods, pipe diameter greater than or equal to 152.4mm (6 inches), design pressure greater than or equal to 4Mpa, design temperature greater than or equal to 50 ℃, the design of the water depth of 97 metres, the performance of the contract, or equal to 97 metres. or equal to 97 metres, the supply length of the performance contract, the user's signature or seal of the arrival and acceptance materials. Failure to submit performance documents, or the performance documents provided do not reflect the satisfaction of the above performance requirements, are considered invalid performance.

 

（3）投標(biāo)人須具有第三方認(rèn)證的海底軟管生產(chǎn)型式認(rèn)可證書，型式認(rèn)可證書許可的軟管制造能力須滿足：海底軟管內(nèi)徑≥152.4mm（6吋），設(shè)計(jì)壓力≥4Mpa，設(shè)計(jì)溫度≥50℃。投標(biāo)人在投標(biāo)時(shí)提供該型式認(rèn)可證書。

 

★BIDDER shall have a third party approval Type Approval Certificate, and the manufacturing capacity permitted by the Type Approval certificate shall meet the requirements : pipe ID≥152.4mm（6inch）, design pressure≥4Mpa, design temperature≥50℃..The bidder provides this type approval certificate at the time of bidding.

 

4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2025年6月5日開始至2025年6月12日止，請(qǐng)登錄中國海油供應(yīng)鏈數(shù)字化平臺(tái) on the page of Invitation for bid for purchasing Bidding Document from June 5, 2025 to June 12，2025.
