中化建國際 （以下稱為“招標代理機構”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標人”）委托，就東海西湖石油天然氣作業(yè)公司高完整性壓力保護系統(tǒng)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company         (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of High Integrity Pressure Protection System by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

主要技術規(guī)格：

高完整性壓力保護系統(tǒng)1套 。高完整性壓力保護系統(tǒng)（HIPPS）用于快速切斷壓力源，防止系統(tǒng)過壓并保護下游設備。HIPPS 系統(tǒng)包括邏輯解算器、HIPPS 球閥、壓力變送器和 HIPPS 控制柜等，按照成橇形式供貨。請詳見請購文件。

從中華人民共和國關境內(nèi)提供的貨物：2024年10月15日前（貨到項目現(xiàn)場時間，地點為浙江寧波春曉鎮(zhèn)終端處理廠）

從中華人民共和國關境外提供的貨物: 2024年10月1 日前（ DAP抵達寧波港或買方指定的中國其他港口）

3. 對投標人的資格和業(yè)績要求：

（1）資格要求

Requirements for Qualification of Bidder

 

A. 如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

B. 本次采辦的HIPPS應成橇形式供貨，投標人應為邏輯解算器的制造商或唯一授權集成商。投標人可自行成撬，也可委托第三方成撬，但成撬商須具有有效期內(nèi)的TS證書 ，其中TS證書應為 A1級壓力管道元件制造證及以上資質(zhì)。國外成撬商未獲取TS證書的，應取得特種設備型式試驗證書，認證級別應達到壓力管道元件制造A1及以上級別。投標時需提供證書原件掃描件（原件備查）并可在全國特種設備公示信息查詢平臺（ info-pub/pub）核實。

HIPPS purchased shall be supplied in the form of skid, and the bidder shall be the manufacturer or sole authorized integrator of the logic solver of HIPPS.The successful bidder must have a valid TS certificate, which should be an A1 level pressure pipeline component manufacturing certificate or above. Foreign pry operators who have not obtained the TS certificate should obtain a special equipment type test certificate, with a certification level of A1 or above for pressure pipeline component manufacturing.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ info-pub/pub ）Verify.

C.HIPPS系統(tǒng)中涉及的閥門制造商如果為國內(nèi)制造商，應取得TS證書，其中TS證書應為A1級壓力管道元件制造證及以上資質(zhì)；如果是國外制造商則應取得特種設備型式試驗證書，認證級別應達到壓力管道元件制造A1及以上級別。投標時需提供證書原件掃描件（原件備查）并可在全國特種設備公示信息查詢平臺（ info-pub/pub）核實。

Valves(TS A1) of HIPPS (Domestic manufacturers) shall obtain a special equipment manufacturing license of China.The TS certificate should be an A1 level pressure pipeline component manufacturing certificate or above qualification.Foreign products , The certification level should reach A1 or above in the manufacturing of pressure pipeline components.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ info-pub/pub ）Verify.

（2）業(yè)績要求Requirement for Bidder's reference:
業(yè)績要求1：2018 年1月1日至截標日（以合同簽訂時間為準），所投邏輯解算器的制造商至少有1項邏輯解算器在天然氣介質(zhì)管線上用于HIPPS系統(tǒng)的供貨業(yè)績

From Jan. 1st, 2018 to the deadline of bids submission stipulated.The manufacturer of the logic solver must have at least one supply performance of the logic solver used in the HIPPS system on natural gas medium pipelines

投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。

業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應有雙方蓋章）、貨物名稱、技術要求（設備所屬油氣生產(chǎn)裝置類型、邏輯解算器品牌 ）、到貨驗收材料。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、貨物名稱、設備的相關參數(shù)（設備所屬油氣生產(chǎn)裝置類型、邏輯解算器品牌）、到貨驗收材料。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows:Signing time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrateSigning time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.

業(yè)績要求2： 2018年1月1日至投標截止日（以合同簽訂時間為準），投標人所投HIPPS球閥的制造商應具有至少2臺在天然氣管線上的供貨業(yè)績，且滿足尺寸不低于28吋和壓力等級不低于Class600，密封形式為硬密封的技術要求。業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應有雙方蓋章）、制造商名稱、貨物名稱、技術要求（尺寸、壓力等級、密封形式、應用在天然氣管線上）。

From Jan. 1st, 2018 to the deadline of bids submission stipulated, The manufacturer of the HIPPS ball valve invested by the bidder shall have at least two records of supplying ball valves on the natural gas medium.pipelines (size and pressure class not less than28” ×CLASS600metal hard seal ).The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods.

The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Contract signing time, contract signing page (stamped by both parties), manufacturer's name, goods name, technical requirements (size, pressure rating, sealing form, application on natural gas pipelines).

 4. 有興趣的投標人可通過以下方式獲取招標文件：從2024年1月 9日開始至2024年1月15日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng)(）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或25美元，售后不退。對于使用美元

 

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding document from Jan 9 2024 to Jan 15 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
